THERE WERE NO DISCREPANCIES NOTICED NOTED DURING THOSE CASH COUNTS. THE AMOUNTS OF MONEY WE'RE NOT TALKING ABOUT ARE SIGNIFICANT IN TERMS OF WHAT'S AT THE CAMPUSES. HOWEVER, THE PROPENSITY FOR THINGS TO NOT BE CONTROLLED IS AND THAT'S WHY WE DO THESE 2 TO 3 TIMES A YEAR. EVERYTHING IS FINE. CONTROLS ARE WORKING AS DESIGNED. WE HAVE AUDITS AND PROGRESS TO IN IT THAT HAVE BEEN COMBINED INTO ONE FOR EFFICIENCY AND THEN A GRANT OUT AT NORTHLAKE, THE TEXAS WORKFORCE COMMISSION. IN SEPTEMBER OF LAST YEAR, MANAGEMENT REQUESTED A REVIEW AND OPERATIONAL REVIEW, NOT AN AUDIT OF VETERAN SERVICES AREA. WE VISITED ALL THE CAMPUSES MULTIPLE TIMES, SPOKE WITH ALL THE INDIVIDUALS, TOURED THE FACILITIES, OBSERVED THE FLOW OF PAPERWORK AND DOCUMENTATION, AND IN PARTICULAR LOOKED AT THE UNAPPLIED FUNDS THAT WERE IDENTIFIED AS A RESULT OF THE GRANT THORNTON WORK. THAT REPORT, RECENTLY ISSUED WITH RECOMMENDATIONS MANAGEMENT HAS ALREADY IMPLEMENTED AT LEAST HALF OF THOSE RECOMMENDATIONS AND IS ON TRACK BASED ON WHAT WE'RE SEEING FROM STATUS REPORTS BY THE COMPTROLLER TO CLOSE OUT THE AUDIT. AND FOR THE THREE YEAR PERIOD THAT WAS THE SUBJECT OF THE FINDING, $143,000 TOTAL. AND WHAT MEASURES HAVE WE TAKEN TO ASSURE THAT WE DON'T GO INTO THIS AREA AGAIN? I'VE ASKED. JOHN TO STEP UP BECAUSE I THINK JOHN CAN SPEAK FROM THE OPERATIONAL STANDPOINT, THOSE CHANGES THAT ARE ALREADY UNDERWAY AND THE WORK THAT'S UNDERWAY TO RECONCILE THOSE. ONES. THERE'S TWO PARTS HERE. SO PART OF THAT IS ALSO AS WE DEAL WITH BLENDED STUDENTS, WHICH IS NOT A HUGE NUMBER, BUT IS JUST ONE OF THOSE THINGS THAT HAPPENS IN VA IS IT MAKES IT EVEN MORE DIFFICULT BECAUSE EACH OF THE COLLEGES ARE OPERATING UNDER THEIR OWN OP ID LIKE NUMBER. IT'S A VETERANS NUMBER, BUT IT'S THERE'S SEVEN OF THEM. SO THE COLLEGES ARE WORKING THAT. AND WHEN WE HAVE STUDENTS THAT GO TO MULTIPLE COLLEGES, IT DOES TEND TO COMPOUND THAT BECAUSE WE HAVE TO DO THIS APPLICATIONS AND PROCESSING COLLEGE BY COLLEGE. SO THAT'S ONE OF THE THINGS THAT WE'VE GOT TO WORK OUT, THAT EVEN IN RECOMMENDING THIS REPORT WAS PULLING IT ALL TOGETHER. BUT WE STILL HAVE THE SAME SEVEN PROBLEMS AND IT'D JUST BE ONE PERSON HAVING TO DEAL WITH IT RATHER THAN SEVEN OF THEM. SO COLLEGES WILL PROBABLY BE HAPPY TO GET RID OF IT, MAYBE AT SOME POINT, BUT THAT'S A TEAM DECISION. WE'RE NOT MAKING THAT DECISION TODAY OR AT THIS POINT WE'RE WORKING ON FIXING WHAT'S THERE. RIGHT NOW. WE HAVE. WHICH YOU'RE TALKING ABOUT, SEVEN AND YOU MENTIONED SEVEN MORE THAN ONCE. THAT BRINGS TO MIND SONNY'S QUESTION WHY SEVEN AND EVERYTHING. IN THIS CASE, IT'S SEVEN PROBLEMS. YES. SO BUT EVERYBODY'S ON TRACK RIGHT NOW. IT'S A TEAM EFFORT OF EVERYBODY WORKING TOGETHER BECAUSE WE'VE GOT A COMMON GOAL OF FIXING. THE PROBLEM. IS, IS THIS AN AREA WHERE IF WE HAD A MORE UP TO DATE SOFTWARE WITH MORE FUNCTIONALITY, MAYBE IT WOULDN'T IT'S NOT AS. I'M NOT MAKING ANY RECOMMENDATIONS AT THIS IS WHAT WE SHOULD DO WITH THIS. I KNOW WE'RE GOING TO STUDY IT A LOT MORE. WELL, GIVE ME A COUPLE MORE MONTHS TO GET INTO THE NORTH. LAKE AND EAST FIELD DID A GOOD JOB. THOSE I THINK THAT'S WHERE I WOULD START WITH AN EXAMPLE. THAT'S ONE OF THE THINGS WE'VE LOOKED AT THAT'S INTERNALLY. SO WE'RE GOING TO GO AHEAD AND START ON THE 86 SORT OF LEGISLATURE, THE HIGHER EDUCATION LANDSCAPE. WHEN WE LAST SPOKE, WE KNEW SORT OF WHO WAS GOING TO BE THE NEXT SPEAKER. SPEAKER BONNEN SAID HE HAD ALL THE VOTES. SO IT BECAME OFFICIAL. WHAT WE DIDN'T KNOW AT THAT TIME WAS THAT WE WOULD HAVE COMPLETELY NEW CHAIRMEN IN BOTH SENATE AND HIGHER ED POSITIONS. SO WE HAVE SENATOR CREIGHTON FROM SORT OF CONROE AREA WHO IS IN THE SENATE, OBVIOUSLY, AND REPRESENTATIVE CHRIS TURNER FROM TARRANT COUNTY, WHO IS THE CHAIR OF THE HOUSE HIGHER EDUCATION COMMITTEE. THE GOOD NEWS, THOUGH, EVEN THOUGH THERE'S A CHANGE OF LEADERSHIP, SENATOR WEST FROM DALLAS IS STILL VICE CHAIR ON SENATE HIGHER ED, SO THAT'S REALLY HELPFUL FOR US. AND ON THE HOUSE SIDE, WE HAVE VICE CHAIR STUCKEY WHO WHO'S FROM DENTON. SO IF WE THINK ABOUT THE MEDIA MARKET, THE GOOD WORK THAT WE DO HERE REALLY IS SHARED SORT OF A NORTH TEXAS AND THE COUNTIES SURROUNDING DALLAS COUNTY. WE ALSO HAVE REPRESENTATIVE ERIC JOHNSON FROM DALLAS ON THERE AND REPRESENTATIVE JIM BUTTON AS WELL. REPRESENTATIVE ZERWAS IS THE CHAIRMAN OF THE HOUSE APPROPRIATIONS COMMITTEE. HE WAS CHAIR LAST TIME. AND THE GOOD NEWS AGAIN IS WE HAVE REPRESENTATIVE TONY ROSE FROM DALLAS ON APPROPRIATIONS, REPRESENTATIVE CARL SHERMAN, WHO IS A FIRST TIME MEMBER ON APPROPRIATIONS AS WELL, AND HE'S ACTUALLY ON ARTICLE THREE SUBCOMMITTEE ON ARTICLE THREE, WHICH FOCUSES ON HIGHER EDUCATION FUNDING. SO THAT'S REALLY GOOD FOR US. AND REPRESENTATIVE TURNER IS ALSO ON APPROPRIATIONS COMMITTEE. SO WE'RE GOING TO DIVE INTO SOME OF THE LEGISLATIVE ISSUES. AND SORT OF BEFORE I GET STARTED, I JUST WANT TO SHARE THAT, YOU KNOW, THE DEADLINE IS FRIDAY, SO ALL THE BILLS HAVE TO BE FILED BY FRIDAY. AND I CHECKED THAT 230. SO A LITTLE WHILE AGO, THERE'S BEEN 4701. SENATE AND HOUSE BILLS FILED. SO THERE'S A BUNCH OF BILLS BEING FILED. WE EXPECT MAYBE THEY'LL GET TO 5000 BY FRIDAY. WE KNOW FOR A FACT THERE'S A COUPLE OF BILLS THAT WE'RE STILL KEEPING AN EYE ON THAT WILL BE FILED BY FRIDAY. SO THERE'S A LOT OF MOVEMENT. WE'RE TRACKING ABOUT 200 TO 250 BILLS THAT IMPACT US IN ONE WAY OR THE OTHER. SO LET ME GO AHEAD AND SORT OF TALK A LITTLE BIT ABOUT FUNDING HIGHER EDUCATION, WHICH IS SENATE BILL ONE AND HB ONE. THOSE ARE SORT OF THE BUDGET BILLS. WHAT WE DO KNOW IS THAT THIS YEAR THE HOUSE WILL TAKE THE LEAD, IF YOU WILL, ON THE BUDGET. [01:00:04] EVERY SESSION IT COMES DOWN ESSENTIALLY, IT SEEMS LIKE, TO THE WIRE, TO THE LAST MINUTE FOR THEM TO HAMMER OUT AN AGREEMENT. THEY GO BACK AND FORTH. IT GOES INTO CONFERENCE COMMITTEE. WE ALSO KNOW THAT THE BUDGET CURRENTLY HAS ABOUT $1.7 BILLION FOR ALL COMMUNITY COLLEGES FOR 2021. DCC IS FUNDED IN THE CURRENT BUDGET AT ABOUT 184 MILLION FOR 2021. AND I PUT ADDITIONAL FUNDING, SO I'LL TALK ABOUT THAT IN THE NEXT SLIDE. SO IF YOU. WANT TO GET THE ANNUAL FROM THAT, JUST CUT IT IN HALF. CORRECT? YES, SIR. SORRY. YEAH. YEAH. SO THE SESSION OPERATES, YOU KNOW, THEY HAVE A BIENNIUM BUDGET, SO FOR TWO YEARS, A TWO YEAR CYCLE. SO THAT'S SORT OF WHERE SB ONE AND HB ONE ARE. NOW THERE AREN'T ANY QUESTIONS. I'LL MOVE ON TO SMALL BUSINESS DEVELOPMENT CENTERS. IF I MIGHT. THE SENATE JUST PASSED THE $5,000 TEACHER INCREASE IN PAY WITH ANOTHER 5000 FOR THE NEXT FOR THE FOLLOWING YEAR. AT THIS POINT, THEY WERE SAYING THAT THAT WAS ENTIRELY TOO GENEROUS, THAT THAT WAS GOING TO EMPTY A LOT OF COFFERS. THAT LEAVES VERY LITTLE FOR THEM TO TO PLAY WITH AT ALL. CORRECT. SO THEY DID PASS A BILL ON THE SENATE SIDE. NOW, IF WE IF WE GO. BACK TO THE. HOUSE, YEAH, IT HAS TO GO TO THE HOUSE. AND SPEAKER BONDING HAS BEEN ON THE RECORD SAYING THAT HE BELIEVES SCHOOL DISTRICTS SHOULD DO WHAT THEY CAN WITH THE FUNDING THAT THEY RECEIVE. SO HE'S NOT COMPLETELY ON BOARD OF HAVING THAT THOSE EXTRA DOLLARS GO SPECIFICALLY TO TEACHERS. SO THERE'S GOING TO BE A DIFFERENT CONVERSATION ON THE HOUSE SIDE. NOT EVERY TIME THAT WE HAVE A BILL, EVEN IF IT'S SOMETHING THAT WE'RE OBVIOUSLY SUPPORTING ON A CERTAIN BILL, IF IT GETS FILED IN THE HOUSE, IT MAY NOT BE THE SAME IN THE SENATE. SAME THING IS WITH THIS BILL. IT WAS FILED PAST THE SENATE CHAMBER ALREADY, BUT IT MAY NOT MAKE IT IN THE SAME VERSION ON THE HOUSE SIDE. WELL, IT'S JUST TOO MUCH GENEROSITY AND WE MIGHT NOT GET WHAT WE ARE EXPECTING. SO, DOROTHY, DID THAT INCLUDE LIBRARIANS, TOO? IT DID. IT WAS AMENDED. SENATOR NELSON AMENDED HER BILL TO INCLUDE LIBRARIANS. YEAH. DID NOT INCLUDE COUNSELORS. SO I'LL START ON SBDC SMALL BUSINESS DEVELOPMENT CENTERS. AS WE KNOW, LAST SESSION THERE WAS ZERO DOUBT ON THE SENATE BUDGET. THIS YEAR, WE'RE VERY FORTUNATE THAT IT'S ACTUALLY IN BOTH THE HOUSE AND THE SENATE BUDGET. I PUT THE PER YEAR FUNDING AMOUNT AT 1.6 MILLION, SO IT'S A LITTLE OVER THREE. 3 MILLION OBVIOUSLY FOR THE BIENNIUM, WHICH IS GOOD NEWS FOR US BECAUSE WE HOST THE SBDC HERE. THERE'S ONLY FOUR LEAD OFFICES IN THE STATE OF TEXAS AND OUR SBDC OFFICES DO A GREAT JOB WITH SMALL BUSINESSES, HELPING THEM WITH LOANS, HELPING THEM CREATE JOBS, ETCETERA. AS A MATTER OF FACT, I HAVE A 2018 IMPACT REPORT AND IT TALKS ABOUT SORT OF THE 2734 JOBS THAT WERE CREATED HERE IN NORTH TEXAS ALONE BY THE SBDC. SO THEY'RE DOING GREAT WORK. AND I THINK THERE'S A LOT OF GOOD SUPPORT FOR THE SBDCS, BUT WE HAVE TO KEEP TALKING ABOUT SBDCS AND CHANCELLOR MAY WAS THE ONLY ONE THAT TESTIFIED REALLY LAST SESSION ON SBDCS AND THE WORK THAT THEY'RE DOING. SO IT'S SOMETHING THAT WE'LL CONTINUE TO MONITOR AS WELL. HOW MUCH FUNDING DO WE HAVE IN THIS CURRENT BIENNIUM FOR THE SBDCS? SO IN THIS CURRENT BIENNIUM IT'S THE SAME. IT'S FLAT, SO IT'S THE SAME AMOUNT. WE'RE JUST TRYING TO HANG ON. LAST SESSION WE WERE CUT ABOUT 10%, WHICH TO POINT THAT OUT. THAT'S ACTUALLY YOU DOUBLE THE AMOUNT BECAUSE WE GET A MATCHING FEDERAL FOR EVERY DOLLAR THE STATE PUTS IN, WE GET $1 FROM THE FEDS. SO WHEN THE WHEN THEY CUT THE STATE DOLLARS, THEY ALSO CUT THE FEDERAL DOLLARS. AT THE SAME TIME, IT'S EFFECTIVELY NET NEUTRAL TO THE STATE OF TEXAS, BUT IT'S WE COULD BE AS HIGH AS ONE POINT. WE COULD BE ACTUALLY CONSIDERABLY HIGHER. WE COULD BE HIGHER. CORRECT. THEY DIDN'T CUT US. THE 1.6 MILLION IS JUST TO CD. THAT IS CORRECT. THAT'S JUST A TRIPLE-CD SBDC. AND IS IT STILL IN SPECIAL SPECIAL ITEM FUNDING? IT IS. IT'S STILL CONSIDERED SPECIAL ITEMS OR NON FORMULA FUNDING AND ARTICLE THREE AND HIGHER EDUCATION. AND THAT'S A CONVERSATION WE'RE CONTINUING TO HAVE WITH THE LIEUTENANT GOVERNOR AND THE GOVERNOR'S OFFICE AS WELL. TO MOVE IT INTO THE GOVERNOR'S BUDGET. RIGHT. WELL, WE'RE LOOKING NOW AT THE LAST CALL WITH THE GOVERNOR'S OFFICE WAS A CONVERSATION. THERE WAS PERHAPS THE TEXAS WORKFORCE COMMISSION. CORRECT, WHICH IS ARTICLE SEVEN. SO IT WOULD SHIFT IT TO SOMEONE. WHO WOULD BE. RESPONSIBLE. THERE ACTUALLY IS NO OVERSIGHT RESPONSIBILITY TO WHEREVER IT'S HOUSED. THERE'S REALLY NO WORK FOR THEM TO DO BECAUSE FEDERAL LAW SAYS IT CAN ONLY BE RUN THROUGH INSTITUTIONS OF HIGHER EDUCATION. THE TROUBLE IS, WE JUST NEED AN AGENCY TO BE PARKED IN SO IT'S NOT HANGING OUT THERE TO BE CUT WITHOUT ANYONE UNDERSTANDING WHY OR WHAT IT DOES. SO SO WE'VE WE'VE MET WITH THE NEW THE NEWEST WORKFORCE COMMISSIONER, ALONG WITH ONE OF THE OTHER COMMISSIONERS AS WELL, AND THEIR STAFF WHO ARE RECEPTIVE TO TO RECEIVING IT, IF THAT'S WHAT THE DECISION IS. AND LET ME, IF I COULD, TO I WANT TO JUMP REAL QUICK JUST BACK TO HOUSE BILL ONE. YOU'RE CORRECT. THERE'S JUST SO MUCH NEW MONEY TO WORK WITH. [01:05:02] THERE'S I THINK THERE'S ABOUT 9 BILLION, WHICH SOUNDS LIKE A LOT. BUT SOME OF THE TALK, EVEN AS WE GET INTO EVEN THE SENATE SENATE BILL TWO, WITH THE PROPERTY TAX RELIEF, IF THEY DO WHAT THEY'RE PROPOSING, THAT WOULD ELIMINATE $5 BILLION OF THAT JUST TO REFUND BACK TO PUBLIC SCHOOLS FOR THE AMOUNT THEY'RE TAKING AWAY. SO IT'S NOT GOING TO TAKE MUCH TO KIND OF EAT THROUGH ALL THOSE ALL THOSE DOLLARS. AND THAT'S A LITTLE BIT OF THE HOLDUP. THAT'S WHY YOU'RE NOT SEEING SOME OF THE I KNOW YOU'RE GETTING TO THAT ONE NEXT. BUT THERE'S ALSO WORRY A PRIORITY IS K 12. AND I THINK THAT'S THE REASON WHY THEY WENT AHEAD AND THE AND THE SENATE BILL VERSION OF THE BILL STUCK IN THE PAY RAISE JUST IN CASE SOMETHING GOES WRONG WITH THE WITH THE. THE WORK THAT'S BEING DONE. TO SUPPORT PUBLIC EDUCATION? YEP. SO THAT'S SMALL BUSINESS DEVELOPMENT CENTER. I'M GOING TO MOVE ON TO THE NEXT ONE, THE PROPERTY TAX CAP, OR AS I LIKE TO SAY, GET YOUR POPCORN READY. PROPERTY TAX CAP, BECAUSE THERE'S A LOT OF DISCUSSION, A LOT OF DIFFERENT MOVEMENTS, A LOT OF DIFFERENT THINGS GOING ON IN THE PROPERTY TAX CAP. SO TO SORT OF GIVE YOU SORT OF THE BIG OVERVIEW HERE IS THAT THE BILL REALLY IS IN LIMBO ON THE SENATE SIDE. SO THE SENATE ACTED QUICKLY. THEY PASSED THE BILL OUT OF THE SENATE CHAMBER AT 2.5%. NOW, THAT BILL IS STILL SITTING IN THE SENATE, IT HASN'T BEEN BROUGHT TO THE CHAMBER YET. I'M SORRY IT WAS PASSED OUT OF COMMITTEE, HASN'T BEEN BROUGHT TO THE SENATE CHAMBER AS OF YET. AND THE CONVERSATION IS THERE'S STILL NOT AN AGREEMENT AMONG SENATORS ON A 2.5% CAP. SO THEY NEED 19 MEMBERS FROM THE SENATE TO BRING IT TO THE FLOOR, AND THEY DON'T HAVE 19 VOTES ESSENTIALLY. SO THAT'S STUCK. NOW, THE SORT OF TWIST THERE IS THAT NORMALLY WHAT WOULD HAPPEN IS THEY WOULD SEND THAT BILL BACK TO COMMITTEE. BUT YOU ALSO HAVE TO HAVE A MAJORITY OF PEOPLE THAT WANT TO SEND THE BILL BACK TO COMMITTEE TO ADJUST IT. AND AS OF NOW, THEY DON'T EVEN HAVE THAT TO SEND IT BACK TO COMMITTEE. SO THAT'S WHY I PUT ON THERE. IT'S CURRENTLY IN LIMBO, SO WE DON'T KNOW WHAT'S GOING TO HAPPEN. I THINK WHAT WILL EVENTUALLY HAPPEN IS THE SENATE IS GOING TO PAY ATTENTION TO THE HOUSE A LITTLE BIT AND SEE HOW FAST OR HOW SLOW THE HOUSE MOVES. AND THEN THEY'LL MAKE AN ADJUSTMENT AND THEY MAY TRY TO CUT SOME DEALS AS SOON AS BILLS START HITTING THE FLOOR TO TO GET THE VOTES THAT THEY NEED TO BRING IT TO THE CHAMBER OR TAKE IT BACK TO COMMITTEE TO ADJUST THAT 2.5% CAP AND THE 2.5% CAP. THAT APPEARS TO BE THE ISSUE. THERE'S BEEN A LOT OF DIFFERENT DISCUSSIONS, A LOT OF DIFFERENT ARTICLES WRITTEN, WHETHER IT'S IN THE TRIBUNE OR WHETHER IT'S IN THE DALLAS MORNING NEWS ABOUT MEMBERS ARE NOT REALLY HAPPY ABOUT THAT. SO NOW YOU'VE SEEN EVEN THE LEADERSHIP ON THE SENATE AND THE HOUSE SORT OF SAY THAT'S NOT REALLY IT MAY NOT END UP AT THAT FINAL NUMBER. SO THERE'S JUST DIFFERENT CONVERSATIONS, WAYS AND MEANS HEARD HB2, WHICH IS THE IDENTICAL VERSION OF THAT THIS WEDNESDAY IN THEIR MARATHON 12 HOUR HEARING. AND THERE WAS A LOT OF DISCUSSION ABOUT THAT. AND EVEN THE CHAIRMAN THERE, CHAIRMAN BURROWS FROM LUBBOCK, HAD THE SAME SORT OF CONVERSATION POINT AND WAS ON THE RECORD SAYING 2.5 IS PROBABLY NOT WHAT WE'RE GOING TO END UP. I THINK THERE'S JUST A LOT OF CONVERSATIONS, A LOT OF PUSHBACK FROM COUNTIES AND CITIES. AND TO BE QUITE FRANK, THERE'S A LOT OF SORT OF ARE NATURAL SORT OF ALLIES THAT ARE ALSO AGAINST THIS BILL. SO WE'RE SO THERE'S JUST SO MANY DIFFERENT CONVERSATIONS GOING ON. AND IT'LL BE INTERESTING TO SEE WHERE WE END UP. BUT IT'S SOMETHING THAT WE'RE MONITORING AND, YOU KNOW, WE'RE HAPPY TO DIVE INTO A LITTLE OF THE NUMBERS OF HOW MUCH IT WOULD HAVE COST US IF 2.5 HAD BEEN IN EFFECT THE LAST THREE YEARS, WE WOULD HAVE LOST ESSENTIALLY ABOUT $24 MILLION 2016, 2017, 2018. SO IT'S THERE'S A LOT TO, TO TO TALK ABOUT AND A LOT TO FOLLOW THERE. WHERE DOES THAT STAND. WITH THE HOUSE. NOW? AT THE HOUSE, THE CURRENT BILL HAS IT AT 2.5, BUT IT'S STILL IN COMMITTEE. THEY HEARD IT IN COMMITTEE ON WEDNESDAY AND IT STAYED IN COMMITTEE. SO THEY HAVEN'T VOTED OUT NOW. THEY STILL HAVE IT THERE. THERE'LL BE MORE DISCUSSION. NOT THE ONLY ISSUE WITH IT. YOU'VE GOT LOCAL CONTROL VERSUS STATE CONTROL. WHO REALLY MAKES THESE DECISIONS? WHO SHOULD MAKE THE DECISION? THAT'S PROBABLY THE BIGGER BATTLE GOING ON. IS THIS NOW IN THE LEGISLATURE OR ARE WE GOING TO CONTINUE TO ALLOW THIS BOARD AND OTHER BOARDS TO MAKE MAKE THAT THAT DECISION? CORRECT? THAT'S PROBABLY THE BIGGEST ALONG WITH THE AMOUNT. I THINK THE. YOU DID HEAR THE LIEUTENANT GOVERNOR, WHAT, TWO WEEKS AGO SAY, LET'S TALK ABOUT PERCENTAGES. WE'RE NOT IT. HE DID. AND THEN, AS A MATTER OF FACT, TODAY, HOUSE EDUCATION REPRESENTATIVE HUBERTY SORT OF LAID OUT HIS HIS PLAN FOR SCHOOL FINANCE REFORM. SO THAT'S GOING TO PLAY OUT TO SORT OF HAND IN GLOVE WITH THIS PROPERTY TAX CAP. AND ALL THE MEMBERS HAVE SAID THAT HAS TO WORK TOGETHER IN UNISON. SO WE'LL SEE HOW THAT NOW THAT THAT'S BEING ROLLED OUT, HOW THAT'S GOING TO WORK. BECAUSE I THINK THE ONE PIECE OF AGREEMENT IS THAT THEY NEED TO FIX PUBLIC SCHOOL FINANCE. AND THE ONLY WAY YOU CAN DO IT IS TO PUMP A LOT MORE STATE MONEY INTO IT AND MAKE IT LESS RELIANT UPON PROPERTY TAX. SO ALL THE I MEAN, THAT I THINK THAT'S PROBABLY THE ONE POINT THAT FOLKS AREN'T MOVING ON IS AS IT IS THE THAT YOU'VE GOT TO YOU'VE GOT TO [01:10:01] MAKE K 12 WHOLE YOU GOT TO MAKE AND MORE IN THAT IN THAT PROCESS. WENT TO THE NEXT SLIDE? YES. LAST TIME COMMUNITY COLLEGES WERE NOT EVEN IN THE BILL. IS THAT RIGHT? CORRECT. SO THE LAST PROPERTY TAX BILL THAT HAPPENED DURING THE SPECIAL SESSION IN 2017, WE WERE CARVED OUT OF THAT BILL. THIS YEAR, OUR ASSOCIATION AND DIFFERENT COMMUNITY COLLEGES HAVE HAD THOSE CONVERSATIONS AND THEIR SORT OF CONVERSATIONS THAT HAPPEN ON THE HOUSE SIDE AND THE SENATE SIDE. AS OF NOW, THERE'S NOT A CARVE OUT EXPECTED, AT LEAST THEY'VE SORT OF INDICATED ON THE SENATE SIDE THAT THAT'S NOT SOMETHING THAT THEY'RE CONSIDERING. SO WE'RE WORKING WITH THEM TO SEE HOW THEY CAN ALSO MAKE COMMUNITY COLLEGES WHOLE OR FIND WAYS TO PROVIDE THOSE ADDITIONAL DOLLARS. AND THAT'S SORT OF THE NEXT PIECE I'M GOING TO REFER TO ON THE SENATE SIDE IS ONE WAY THAT THEY'RE TRYING TO SEND IS TRYING TO FIGURE OUT, OKAY, IT'S. UNKNOWN IN THE HOUSE WHAT WHAT WILL HAPPEN THERE. THAT'S WHERE WE WERE CARVED OUT LAST TIME. BY SPEAKER BONDING IS WHERE. THE CURRENT SPEAKER WAS THEN THE ONE THAT HANDLED THAT. SO BUT THOSE CONVERSATIONS HAVEN'T BARELY STARTED AT ALL BECAUSE IT REALLY HEAR WHAT THE DECISION WAS IN THE SENATE UNLIKE MOST OTHER GROUPS, WAS NOT WELL K 12 DIDN'T OPPOSE BUT EVERY CITY, COUNTY, JUST ABOUT EVERYONE ELSE DID. WE CHOSE NOT TO. NEXT SLIDE THERE. SO THE HOUSE APPROPRIATIONS, ARTICLE THREE, AS WAS MENTIONED EARLIER, THE SUBCOMMITTEE HAS MET. AND WHAT THEY'VE DONE ON THE HOUSE SIDE IS THEY'VE ALREADY ADDED AN ADDITIONAL 51 MILLION FOR ALL COMMUNITY COLLEGES. THEY'RE ALSO SORT OF, LIKE WE WERE SAYING, HAVING DIFFERENT CONVERSATIONS. THEY'RE THINKING, HOW CAN THEY HELP US? ONE WAY IS THEY SEE IT AS WE'LL GIVE YOU 51 MORE MILLION DOLLARS TO ALL THE COMMUNITY COLLEGES, WHICH WOULD MEAN THERE WOULD BE AN ADDITIONAL 47 MILLION ESSENTIALLY IN SUCCESS POINTS. RIGHT NOW, WE'RE AT 186. SO THAT WOULD TAKE US TO 215. IT WOULD ALSO ADD AN ADDITIONAL 3.8 MILLION AT CORE OPERATIONS, WHICH NOW IT WOULD MAKE US 1.4 FROM OUR CURRENT FROM OUR CURRENT AMOUNT OF 1.3 MILLION. SO THAT'S WHAT'S BEEN ON THE HOUSE. YEAH. NOT NOT A LOT OF DOLLARS IN THE CORPORATIONS, BUT IT'S THE WAY THAT THEY CAN TRY TO BALANCE OUT ALL 50 COMMUNITY COLLEGE SYSTEMS BETWEEN THE LARGE AND THE SMALL COLLEGES. THAT IS ZERO HELP TO US. IT JUST GIVES US IF YOU'RE A COLLEGE WITH A $6 MILLION BUDGET, THEN THAT'S A BIG DEAL TO THEM. SO DID SOMEONE SAY EARLIER ABOUT A 5% CUT? NO, NO. I THINK THE CONVERSATIONS HAVE BEEN HOVERING. WHILE THERE'S NOT A HARD NUMBER OUT THERE, A 5% CAP HAS BEEN TALKED ABOUT A LITTLE. THE PROPERTY TAX ON THE PROPERTY TAX MORE FREQUENTLY THAN ANY OTHER NUMBER I'M HEARING. UNLESS. YEAH, YEAH. THEN THE LAST TIME AT THE IN THE SPECIAL SESSION WITH TRUSTEE RITTER WAS TALKING ABOUT THAT PROPERTY TAX BILL THAT WE WERE CARVED OUT OF THE HOUSE LEFT THAT A 6%. SO THE DISCUSSION IS IS NOT GOING TO BE 6%. IT'S GOING TO BE LIKE THE CHANCELLOR SAYING MAYBE 5% FOR FOUR AND A HALF SOMEWHERE AROUND THERE. THAT'S AT LEAST THE CONVERSATION OF THE CAPITOL WHERE IT MAY END UP. WE HAVEN'T TOUCHED OUR RATE AT ALL IN RECENT YEARS. AND IS THERE ANY OPPORTUNITY TO SAY THAT TAB GROWTH WON'T TRIGGER THE REQUIREMENT TO GO TO THE VOTERS? YOU KNOW, I'M NOT SURE HOW TO ANSWER THAT QUESTION. I THINK MAYBE JOHN ROBERTSON OR SOMEONE MIGHT BE. YOU MEAN IN THE BILL ITSELF? YEAH. WELL, I THINK IF YOU READ IT, THEY'VE REALLY MADE THAT THE INTENT OF THE BILL IS TO MAKE THAT VERY HARD TO GO TO THE VOTERS. I MEAN, THAT IT'S REQUIRED FOR JUST ABOUT EVERYTHING THAT YOU WANT TO DO. AND THERE'S A LOT OF HURDLES EVEN IN DOING THAT TO GO. SO THE INTENT IS TO MISINTERPRET, BUT IS TO NOT MAKE IT EASY TO OVERTURN WHATEVER CAP THAT THE LEGISLATURE WANTS TO PUT ON IT. WHICH IS THAT LOCAL CONTROL VERSUS STATE CONTROL ISSUE, I THINK THAT'S THE BIG DEAL IN THE BILL, IS WHO'S NOW GOING TO BE MAKING THE DECISIONS ON LOCAL PROPERTY TAX? IS IT GOING TO BE THE THE STATE LEGISLATURE OR THE LOCAL GOVERNMENT ENTITIES? YOU KNOW, I HAD A BRIEF TALK ABOUT THIS. I MEAN, THERE ARE THERE ARE TWO WAYS THE TAX BASE GROWS. I MEAN, ONE IS APPRAISED VALUES GO UP ON EXISTING PROPERTY. AND THE SECOND IS THAT IN NEW PROPERTIES. THE NEW PROPERTIES ARE NOT COUNTED. CORRECT? NEW PROPERTIES ARE EXCLUDED. FROM THE BILL, THEY'RE EXCLUDED. SO WHEN THEY'RE ADDED ON, THEY THEY ARE EXCLUDED FROM THE FROM THE CAP. I MEAN, IT SEEMS LIKE IT SEEMS LIKE GROWTH IN TAV IS A YOU CAN MAKE A POLICY ARGUMENT THAT IT'S AND I THINK AND YOU PROBABLY DEVELOPED SOME DATA AROUND THIS THAT [01:15:07] THAT THERE'S A CORRELATION BETWEEN GROWTH AND TAV TO TO THE ECONOMIC ACTIVITY OF A COMMUNITY AND THEREFORE THE DEMAND FOR THE COMMUNITY COLLEGE SERVICES. AND IF ALL WE'VE BEEN GOOD STEWARDS OF THE RATE, YOU KNOW WE HAVEN'T WE HAVE YOU KNOW WE WE'VE ACTUALLY CUT THROUGH EXEMPTIONS INCREASING EXEMPTIONS. NOW WHY DON'T WE MAKE AN ARGUMENT TO THE LEGISLATURE THAT TAV GROWTH SHOULD NOT TRIGGER THIS CAP. WE'RE MAKING IT. I MEAN, THAT ARGUMENT IS BEING MADE FOR ADDITIONAL PROPERTY VALUES ADDED TO THE ROLLS, BUT THAT THAT WOULD BE A SITUATION THAT WOULD, YOU KNOW, WE COULD LIVE WITH, YOU KNOW, IT WOULD GIVE US A LOT MORE FLEXIBILITY AT THE LOCAL LEVEL. BUT WHILE GIVING THEM THEIR, YOU KNOW, WHAT THEY WHAT THEY FEEL THEY NEED TO DO, WHICH IS CONTROL AND CONSTRAIN LOCAL GOVERNMENT. I MEAN, IT'S IT'S TOUGH ON A LOT OF FRONTS TO DEAL WITH THIS ONE BECAUSE AND I'M JUST GOING TO TAKE COMMUNITY COLLEGES BECAUSE WE'RE THE MOST UNIQUE ANIMAL OF ALL OF THEM. AND THAT THERE'S YOU CAN'T FIND A CITY THAT DOESN'T HAVE A TAX BASE ANYWHERE. YOU CAN FIND COMMUNITY COLLEGE DISTRICTS THAT VIRTUALLY DON'T HAVE A TAX BASE AT ALL. AND SO OUR COUNTY, YOU NAME IT. SO AS WHEN YOU LOOK AT THE 50 DISTRICTS, I MEAN, GLENN IS VIRTUALLY ZERO IN TERMS OF JOHN, YOU WERE THERE. I MEAN, THERE'S JUST NO OPPORTUNITY. SO THAT'S PART OF THE CHALLENGE. IT'S NOT LIKE EVEN K 12 WHERE THERE'S ONE SYSTEM THAT'S KIND OF SERVING THE WHOLE STATE. THERE ARE 50 SYSTEMS SERVING THE COMMUNITY COLLEGES, AND ALL OF THEM WERE SET UP LOCALLY, ALL OF THEM DESIGNED LOCALLY, ALL OF THEM IMPLEMENTED LOCALLY. AND THEN TO TRY TO DO SOMETHING ACROSS THE TOP OF IT IS IS A HUGE, HUGE CHALLENGE. I MEAN, THERE WILL NO MATTER WHAT YOU DO, IF YOU DO ANYTHING, THERE'S GOING TO BE SOME FOLKS THAT WILL LOSE MUCH BIGGER THAN THAN OTHERS IN THAT IN THAT. PROCESS, THEY BRACKET BILLS ALL THE TIME TO ADDRESS THE UNIQUE CIRCUMSTANCES OF URBAN COMMUNITIES COMPARED TO RURAL COMMUNITIES. AND WE KNOW WE KNOW THOSE DIVIDES EXIST IN COMMUNITY COLLEGES. BUT BUT I I'D ENCOURAGE US TO LOOK AT MAKING AN ARGUMENT THAT JUST GROWTH IN APPRAISED VALUE SHOULD NOT TRIGGER RATE CAP THAT WOULD CAUSE US TO HAVE TO GO TO THE VOTERS. I MEAN, RATE INCREASE, WE SHOULD, YOU KNOW, HEY, YOU'RE GOING TO RAISE YOUR RATE MORE THAN 4% OR EVEN 2%. YEAH, GO TO THE VOTERS ON THAT. BUT IF IT'S JUST TV, I MEAN, THAT'S I MEAN, THAT'S A PROXY FOR ECONOMIC GROWTH AND DEMAND ON OUR SERVICES. AND THAT SHOULD NOT I MEAN, WE'RE IN. AGREEMENT ON THAT. THE I THINK THE YOU KNOW, AND LET'S SEE WHAT HAPPENS. THE SENATE IS HUNG UP NOW MAINLY BECAUSE OF ONE THING. IT'S NOT JUST CAP. IT'S THAT THAT AN AMENDMENT GOT ADDED IN, THAT THERE WAS A WHAT DO THEY CALL IT, ISAAC. THERE WAS A SMALL SIZE CATEGORY THAT WERE EXEMPTED FROM THE BILL, WHICH INCLUDED ALMOST ALL RURAL COMMUNITIES IN THE STATE. THEY EFFECTIVELY WERE ALL EXEMPTED IN THE BILL, AND AN AMENDMENT GOT ON AT THE LAST MINUTE THAT PUT MADE IT OPTIONAL FOR FOR THEM. AND ONCE THAT HAPPENED, THAT'S WHAT'S CAUSED IT. THE OTHER THINGS CAUSE IT TO. YEAH, BECAUSE THE RURALES ARE GOING WE CAN'T, WE CAN'T LIVE WITH THIS AND BUT YOU, THEY WERE FINE IF IT WAS URBAN TAKING ALL THE HITS AND YEAH. RURAL TEXAS WILL PRESERVE LOCAL CONTROL IN THIS STATE. THAT'S GOOD. SO THE NEXT ITEM THERE IS A MENINGITIS VACCINE BOOSTER. IT'S A SENATE BILL 1292. THAT SENATOR WATSON FILED. AND THIS IS ACTUALLY IT'S AN INTERESTING PIECE BECAUSE THE CHANCELLOR WAS HAVING A CONVERSATION AND WE REALIZED THAT THERE ARE STUDENTS THAT ARE PROHIBITED FROM ENROLLING BECAUSE THEY CANNOT AFFORD THE VACCINE. THE VACCINE IN DALLAS COUNTY, I THINK AVERAGE COST IS ABOUT 300 TO $340 ROUGHLY. TO HAVE THAT VACCINE AND YOU NEED THAT, YOU NEED TO PROVE THAT TO BE ABLE TO ROLL IN HIGHER ED. SO THERE IS A BOOSTER AVAILABLE THAT COSTS ANYWHERE FROM $10 TO NOTHING DEPENDING ON ON THE STUDENT. AND IT'S SOMETHING THAT SENATOR WATSON HAD FILED PREVIOUSLY AND CHANCELLOR SPOKE WITH HIM AND HE HAS REFILED THAT BILL. AND CHAIRMAN TURNER IS ALSO LOOKING TO FILE THAT BILL THIS SESSION. YEAH, BUT I THINK IT'S IMPORTANT TO POINT OUT THAT WHEN THAT BILL WAS FILED PREVIOUSLY, IT WAS REALLY FROM THE PUBLIC HEALTH VIEW THAT IT'S IMPORTANT TO TO. TO GET THIS VACCINATION, GET THIS BOOSTER. THE ELEMENT THAT CHANCELLOR HAS BROUGHT INTO THE CONVERSATION IS THIS IS KEEPING INDIVIDUALS OUT OF HIGHER EDUCATION. AND SO WITH HIGHER ED AND THE PUBLIC SECTOR SORT OF JOINING FORCES TO TALK ABOUT THE IMPORTANCE OF IT, CERTAINLY THERE'S BEEN SOME SOME NEW LIFE IN THE BILL. [01:20:01] MIGHT JUST EXPLAIN WHERE THE POLICY INTERACTS IN AN ODD WAY THAT KEEPS KIDS OUT OF COLLEGE. THE THE VACCINE IS REQUIRED OF EVERY PERSON IN A PUBLIC OR PRIVATE INSTITUTION. WHEN THEY TURN AGE 11, THEY MUST TAKE IT BEFORE HAVE THE VACCINE BEFORE AGE 12. IT'S GOOD FOR FIVE YEARS. SO DO THE MATH. IT'S EITHER 16 OR 17 ROUGHLY WHEN THEY WHEN THEY TIME OUT OF IT. SO IT'S ONLY GOOD FOR FIVE YEARS JUST AT THE POINT THAT THEY HIT A NEW REQUIREMENT. IT'S ALSO IN THE HEALTH CODE. THEY HAVE TO HAVE THE VACCINE TO GO TO COLLEGE, ANY PUBLIC OR PRIVATE COLLEGE OR UNIVERSITY IN THE STATE OF TEXAS, YOU CANNOT ATTEND WITHOUT IT. AND SO WE'VE GOT THIS GAP THAT OCCURS THAT COULD BE SOLVED IF YOU FOLLOW THE CDC PROTOCOL, WHICH IS TO HAVE A BOOSTER AT AGE 16, WHICH COST IT, ISAAC SAID HIGH IS $10, LOW IS ZERO FOR IT, AND IT WOULD THEN CARRY THEM ALL THE WAY THROUGH AGE 21, WHICH AFTER YOU TURN 22, YOU NO LONGER REQUIRED TO HAVE THE INACTIVE VACCINE. IT REALLY SORT OF IS A CATCH ALL PHRASE BECAUSE THERE'S A COUPLE OF DIFFERENT BILLS THAT IMPACT THAT. ONE OF THEM THAT WE'RE ALSO WORKING ON IS SORT OF A DATA BILL WHERE WE'RE ABLE TO ACCESS DATA AND CREATE A DATA TRUST SO WE CAN SHARE SORT OF LONGITUDINAL DATA BETWEEN INSTITUTIONS THAT WOULD BE HELPFUL AS WELL TO HELP STUDENTS TRANSFER TO HELP GET STUDENTS IN COLLEGE.
